改写如下
Economic reasons aside, there is another reason: to enhance the national reputation.
解析：
despite 介词，“虽然，尽管”，表示虽可能有其他障碍，但这件事还是成真了。例：Despite applying for hundreds of jobs, he is still out of work.
分析原因时，这两个原因基本属于并列或递进关系，所以改写成economic reasons aside, “抛开经济原因不提”。
reason 常见的搭配有：
