这是一道观点+报告的混合类题型，讨论的是解决交通和环境污染的问题。混合类题目文章结构比较简单，两个主体段分别对应两个问题，主体段一回答是否同意，主体段二回答那些措施有效。审题时需要注意两点，一是观点中的绝 对词“the best way”，一般遇到绝 对词我们建议从反对角度切入。二是观点中解决两个点“traffic”和“pollution”都需要提及。下面，月半鸭和大家来看下具体观点。
首先来看为什么“提高油价不是最好的解决办法”。
提高油价可以增加私家车的使用成本，进而让更多人放弃私家车出行，私家车数量减少后，其所带来的交通拥堵问题和废气排放问题也可以得到缓解。
但是，这样做同样有很大的负面影响。对于客运或货运司机来说，开车是他们谋生的手段，他们无法因为油价提高就选择不开车，为了维持收入和利润，他们会提高服务价格，将部分成本转嫁给消费者承担，最终提高了大家的生活成本。同时对于那些住在偏僻地区且公共交通不发达的人们来说，私家车出行可能是他们唯 一的选择，油价的提升会极大的增加他们的生活成本。

一是开发和使用清洁能源来替代化石能源，比如鼓励人们更多使用电车来替代传统汽车，进而减少汽车所带来的废气排放。
二是大力发展公共交通和鼓励人们绿色出行，在远距离出行上完善公共交通使得人们可以更快更便捷地抵达目的地，在短距离上出行上则可以培养人们走路或骑车的习惯。当人们对于私家车的依赖度降低后，私家车过多所带来的拥堵问题和空气污染也可以得到缓解。

Traffic congestion and pollution caused by an increasing number of vehicles have long been pressing problems in modern society, which have frustrated and exhausted governments all over the world. Although there is a popular opinion that raising the fuel price is the best solution to solve these two problems, I would say that there is no panacea to cure all the ills while other options are available too.
Granted, a higher price of petrol might help constrain the usage of private cars, thus reducing emissions to some extent. However, such an approach does not work with other vehicles, like buses and long distance coaches, which will not be inhibited by the price of energy. As a consequence, instead of the improvement in air quality, what is ensued will be an increasing expenditure in traffic.
From this consideration, multiple measures are definitely what we need to tackle the congestion and pollution. The first solution that comes to my mind is building the subway system. Powered by energy and running underground, the subway seems to be a good alternative to its fuel-powered counterparts on the road.
Also, for those who do not have easy access to subway stations, the bicycle should have its role to play for these people, another eco-friendly transport which neither emit waste fumes nor cause traffic jams.
From what has been discussed above, helpful though it is, increasing the price of petrol does not seems to be a silver bullet to curb the traffic and pollution problems. I would say, alternatively, the construction of subway system and the promotion of bicycles should play their parts in tackling these issues.
